Very good observations, Milo. In terms of communicating, though, is there a structural problem--the built-in short time horizons of politicians. When you have to begin running for re-election every 1 to 3 years, you can't take a longer perspective--you need initiatives, legislation, etc. that provides at least the *appearance* of doing something quickly enough that it will factor into your re-election.
